1. Develop DLA into a high performance organization.
2. Promote the development of local plans that are in line with national strategic plans, provincial plans and respond to the needs of people through public participation process.
3. Promote the merit system in the local personnel management and increase the capacity and professionalism of the staff in the local government organizations.
4. Develop effective and self-reliant budget and finance systems in the local government organizations.
5. Develop legal system to increase the management capacity of the local government organizations and to support the local government organizations’ supervisors.
6. Improve the local administrative system of the local government organizations according to the good governance principle, promote people’s participation in community development and use the sufficiency economy principle to solve community problems.
7. Improve the public service delivery of the local government organizations to a higher quality and standard.
8. Support the democratic system with the King as Head of State.
